In this paper, we study, by a Monte Carlo simulation, the effect of the order p of “Zhurbenko-Kolmogorov” taper on the asymptotic properties of semiparametric estimators. We show that p  =  [d + 1/2] + 1 gives the smallest variances and mean squared errors. These properties depend also on the truncation parameter m. Moreover, we study the impact of the short-memory components on the bias and variances of these estimators. We finally carry out an empirical application by using four monthly seasonally adjusted logarithm Consumer Price Index series.

This paper uses the logistic smooth transition GARCH model to study the time-varying volatility of the USS?P 500 index. In the LSTGARCH specification, the parameters are function of some information variables that help capturing the conditional return volatility. Tests of standard GARCH models are provided. Forecast comparisons with the GJR model are proposed, showing an overwhelming predominance of the LSTGARCH model.

Une estimation non paramétrique du taux de change réel effectif d’équilibre de long terme du dirham vis-à-vis de l’Union européenne (UE) des Quinze a été réalisée sur la période 1967-2000 (données trimestrielles), en retenant les fondamentaux suivants : les termes de l’échange externes ; le taux d’ouverture de l’économie ; le ratio des dépenses publiques (en pourcentage du PIB) et le ratio entre la balance commerciale et le PIB. Ce travail a permis de mettre en évidence des phases distinctes de sur/sous-évaluation du dirham. Ces mésalignements sont globalement cohérents avec ce que peuvent donner d’autres études, avec des modèles théoriques différents. Par ailleurs, l’utilisation des méthodes non paramétriques et non linéaires permet de mieux apprécier l’évaluation du taux de change effectif réel en fonction des fondamentaux de l’économie.Classification JEL : C22 ; F31.,
A non-parametric estimate of the long term real effective exchange rate of the dirham vis-à-vis the EU15 was conducted for the period of 1967-2000 (using quarterly data). The following fundamentals were used : the external terms of trade ; the economy’s degree of openness ; the ratio of public spending (as a percentage of GDP) and the ratio of the trade balance to GDP. This study makes it possible to identify phases of distinct over/under-valuation of the dirham. These mis-alignments correspond broadly to levels indicated by other studies, using different theoretical models. Furthermore, the use of non-parametric and non-linear methods provides a better appreciation of the valuation of the exchange rate as a function of economic fundamentals.JEL Classification : C22 ; F31.

The work of Card and Krueger has cast doubt on the nature of the relationship between the minimum wage and teenage employment in the United States. The earlier ‘consensus’ finding of a small but statistically significant negative effect was based on time series data whereas Card and Krueger's findings are based mainly on cross‐section data. In this article, we re‐examine the time series relationship between minimum wage and teenage employment. We find that previous models break down due to their inability to capture changes in the trend, cyclical and seasonal components of teenage employment. We propose an alternative approach in which these components are treated as stochastic components and which contains the traditional, deterministic approach as a special case. The model when estimated up to 1979 accurately predicts what happens to teenage employment subsequently, when the minimum wage was frozen after 1981 and then increased quite substantially in the early 1990s. Moreover, we find that there is a significant, negative effect of the minimum wage on teenage employment and its size has hardly changed during the 1980s and early 1990s.

L'article porte sur la demande de monnaie - mesurée au moyen d'agrégats larges - dans les quatre grands pays de la zone euro (Allemagne, Espagne, France et Italie) sur la période 1979-1999. Il cherche à répondre, en priorité, aux deux questions suivantes. 1/ Peut-on mettre en évidence, dans chacun de ces pays, des comportements de demande de monnaie stables à long terme et à court terme ? 2/ Si c'est le cas, ces comportements présentent-ils des similitudes ou observe-t-on, d'un pays à l'autre, des différences significatives dans les valeurs des coefficients de la demande de monnaie ? En outre, il aborde la question, beaucoup plus générale, de l'existence ou non d'un retour à la "normale" du côté de la demande de monnaie après une période troublée par les innovations financières. Une modélisation identique est retenue pour tous les pays, à savoir un Modèle Vectoriel à Correction d'Erreur (MVCE). On débouche sur deux séries de conclusions : 1? On observe des différences importantes dans les comportements de demande de monnaie entre les grands pays de la zone euro; on peut opposer l'Allemagne et la France - où la demande de monnaie apparaît stable - à l'Espagne et l'Italie - où elle ne l'est pas. 2? Plus généralement, l'hypothèse d'un retour à la normale – c’est-à-dire à la stabilité - du côté de la demande de monnaie est confortée; toutefois, sa dynamique de court terme reste difficile à expliquer.

[fre] Les fondamentaux permettent-ils d'améliorer la prévision du taux de change franc-dollar ? Nous étudions dans quelle mesure on peut mettre en évidence une relation de long terme entre le taux de change quotidien franc-dollar au comptant et certains fondamentaux tels que les taux d'intérêt français et américain au jour le jour et le taux de change dollar-mark. Des tests de coïntégration dans un VAR permettent de conclure à l'existence d'une telle relation entre le milieu des années quatre-vingt et le milieu de la décennie quatre-vingt-dix. Le modèle à correction d'erreurs associé permet de prévoir le taux de change franc-dollar mieux qu'une marche aléatoire à des horizons d'une et deux semaines. [eng] Can the use of fundamentals improve our forecasts of the franc-dollar exchange rate ? We study to what extent a long run relationship can be isolated between the daily spot franc-dollar exchange rate and some fundamentals such as French and US overnight interest rates and the dollar-mark exchange rate. Cointegration tests in a VAR provide evidence for such a relationship between the mid eighties and the mid nineties. The associated error correction model enables us to outperform the random walk in out of sample forecasting over one week and two week horizons.

[eng] Is the New EMS More Asymmetric than the Old? by Christian Bordes, Éric Girardin and Velayoudom M arimoutou The purpose of this paper is to make a new study of the asymmetric relations between the interest rates of the EMS member and the German interest rates. The approach is twofold. First, we select a formulation in terms of the response function of monetary authorities. In addition to the American rates, which explain the external influences on the EMS, the VAR model also includes the rates of inflation for an EMS member country and Germany. Secondly, we extend the estimation period to expansion of the margins and carry out stability tests to show that 1987 was a major break point. This break can be associated the relaxation of capital controls. Over these two sub-periods, the EMS appears as an asymmetric system due to the fact that influence of the German rate innovations on the forecasting errors for the other European rates is three times greater overall the influence in the reverse direction. The new EMS generally looks at least as asymmetric as the old and probably more so in French case. [eng] The effects of interest rate changes in the new french financial environment We study to what extent the effects of changes in short and long term interest rates on the components of aggregate demand were modified in France by financial deregulation in the mid-eighties. The use of a Bayesian VAR model enables to remedy to the short len-ght of the sample subsequent to financial liberalization. In broad terms this deregulation seems to have reduced the ability of interest rate policy to generate a change in GDP. By contrast investment by household and firms would have become more sensitive to inte­rest rate changes.
